I don't think it is photoshopped, there are shots on the photographer's site with other people wearing them, so I'm guessing they're literally hats made of hair, like a wig i guess. Amazing regardless.

I was on Twitter the other day and I wrote "I want a hat made completely of human hair" I SHIT YOU NOT! I was thinking more of a Kangol than an animal, but darn it I'll take the Bear. I gots 48 bucks.. 100 if I can shave it from her myself.
